The Nazi Party (NSDAP) in Styria and Graz was already pushing very radically for a change of political power in February and March. This was evident in the large-scale National Socialist demonstrations and rallies, the distribution of leaflets and swastika flags, and attacks against political opponents. A considerable number of police officers, gendarmes, and military personnel belonged to National Socialist organizations. Academics and students were also overrepresented in the NSDAP, relative to their share of the population.

After the "Anschluss" (annexation of Austria by Nazi Germany), a campaign of terror was launched against political opponents, some of whom were sent to concentration camps. These included prominent Styrians such as Alfons Gorbach (former leader of the Fatherland Front), Karl Maria Stepan (former governor), and Colonel Franz Zelburg (former security director). At the same time, the systematic persecution and disenfranchisement of Graz's Jews began. Approximately 2,400 Graz residents were affected by the "Nuremberg Race Laws."

On July 25, 1938, the victory celebration "And yet you have triumphed" commemorated the "National Socialist heroes" of the July Putsch of 1934. At this celebration, the jubilant citizens of Graz learned that the "Führer," in recognition of Styria's and Graz's contributions to National Socialism, had bestowed upon the city the honorary title "City of the People's Uprising." Graz remained the only city in the "Ostmark" (Austria) to receive this distinction.

The most significant change for the city's development came with the creation of Greater Graz in October 1938. The unification of Graz with the surrounding municipalities had already been a political objective under the Social Democratic city government.
